The stamp sets used for this card are Party Girls, Create Confetti (background stars) and Arr Catey (birthday sentiment). I stamped the images and fussy cut them out. The girl was colored in with Journey Color Burst Pencils.
It was so easy to create my own background design for this card too using the Create Confetti Stamp Set. It has 12 different stamps with designs in different sizes - perfect for any card.
Accented the card with Whip Cream Sparkle Tape using two rows across the card and putting the sentiment on top.
